In short — AI UGC has collapsed the price of a creator-style ad from $150–$500 per video to roughly $3–$25. But the tools are not interchangeable. They split into three camps: AI actors (Arcads, MakeUGC) where a synthetic person delivers your script; URL-to-UGC suites (Creatify, Topview) that turn a product page into avatar ads at volume; and product-first generators (Klaivo) where your actual product is the hero and the script is written for you. Pick by what your ad is about — a person, or a thing. Getting that wrong is why most teams churn through two tools before settling.
Disclosure: Klaivo is our product. We've tried to be fair — every tool below has real strengths, and all pricing is public and dated. Verify current prices on each vendor's site, as offers change often.
How we ranked them
Four criteria, weighted for performance advertising rather than general video:
- Time to a publishable ad. Not time to a clip — time to something you can put spend behind.
- Product fidelity. Does your actual product appear accurately, or a convincing lookalike?
- Cost per test, not per video. Finding a winner takes 10+ variants. Tools priced per finished video punish exactly the behaviour that makes campaigns work.
- Script and structure. Does the tool write the hook, or do you?
The 10 best AI UGC ad generators
1. Klaivo — best for product-led ads
AI agents write the ad script (AIDA or PAS), break it into shots, generate each through one of 13 models, add voiceover and music, then assemble the ad. Input: a product URL, a photo, or a description.
- Best for: e-commerce and DTC where the product must be the hero.
- Strength: image-to-video keeps your real item on screen — not an approximation. Model-agnostic, so a deprecation elsewhere doesn't strand you.
- Weakness: no library of synthetic human actors. If you need a face, see Arcads.
- Pricing (as of September 2026): $19/mo (100 credits), $49/mo (260), $99/mo (560). 7-day free trial. ~15 credits per 5s shot, ~50 for a 3-shot ad from a URL.
2. Arcads — best AI actor realism
The most convincing synthetic presenters available. Script-first: you write the lines, actors perform them.
- Best for: talking-head ads where the human carries the message.
- Weakness: priced per finished video, which is the wrong shape for volume testing. You also still write the script.
- Pricing (as of September 2026): ~$110/mo for 10 videos, ~$220/mo for 20, custom Pro tier with API. Roughly $11 per clip. Discounts run frequently.
3. Creatify — best URL-to-UGC suite
Paste a product URL, get avatar-led ads at volume, with batch generation and variant tooling.
- Best for: media buyers testing many hooks quickly.
- Weakness: the avatar dominates; product rendering is secondary.
- Pricing (as of September 2026): free (10 credits), ~$39/mo Starter (100 credits), ~$99/mo Pro (300 credits).
4. MakeUGC — best mid-market avatar option
Sits between Creatify's volume tooling and Arcads' realism, at a gentler entry price.
- Best for: small teams who want avatars without Arcads' per-video economics.
- Weakness: smaller actor library; output is good rather than best-in-class.
- Pricing (as of September 2026): ~$49/mo Startup, ~$69/mo Growth, ~$119/mo Pro. Entry tier is roughly 5 videos a month.
5. Topview — best budget volume play
Aggressively priced, with large credit allowances relative to the tier.
- Best for: high-volume, low-stakes testing where cost per render matters most.
- Weakness: short maximum clip lengths on lower tiers; quality is variable.
- Pricing (as of September 2026): free tier with trial credits; Pro ~$16/mo billed annually (960 credits, 15s max, no watermark); Business ~$40/mo annually (3,000 credits, 25s max).
6. HeyGen — best avatar versatility
Huge avatar library, strong translation and lip-sync. Broader than ads, but usable for them.
- Best for: teams needing the same presenter across ads, explainers and localisation.
- Weakness: general-purpose, so no ad structure. See HeyGen alternatives.
7. Captions — best cheap creator-style editor
Mobile-first, fast, good subtitle and edit tooling.
- Best for: solo founders editing their own footage.
- Weakness: an editor more than a generator; no script agent, no product fidelity story.
8. Synthesia — best for corporate, worst fit for UGC
Included because people search for it in this category. It is a training-video platform: polished presenter, slide-friendly, metered in minutes.
- Best for: onboarding and internal comms.
- Weakness: the opposite of UGC. Corporate polish is precisely what kills creator-style performance. See Synthesia alternatives.
9. Icon — best if you actually want humans
Worth knowing this is not an AI generator: Icon's headline offer is a managed service with real creators, around $1,000/month for a small number of ads.
- Best for: brands who tried AI UGC, want real people, and will pay for it.
- Weakness: the price and turnaround AI UGC exists to escape.
10. Hiring real creators — still the benchmark
The thing all of the above are measured against. A real creator with a real audience still produces the most trusted ad — at $150–$500 per video and one to two weeks per round.
- Best for: hero creatives and brand-safe flagship campaigns.
- Weakness: unusable for volume testing. Most tests lose; paying $300 to learn that is not a strategy.

The question that actually decides your tool
Not "which has the best avatars". This one:
Is your ad about a person, or about a thing?
If a creator's face and voice carry the persuasion — supplements, apps, courses, services — you want AI actors. Arcads for realism, Creatify or MakeUGC for volume.
If the product has to be seen and believed — furniture, cosmetics, apparel, hardware, anything where a customer will compare the ad to the parcel — you want product fidelity. Text-to-video and avatar tools render something that resembles your item. For a physical good, "resembles" is a return. This is exactly what image-to-video solves, and we covered why it keeps your product accurate.
Most e-commerce brands need both, in different campaigns. Few need one tool for both.
What AI UGC still can't do
Worth being honest, since every vendor in this category oversells:
- It doesn't have an audience. A real creator brings trust you cannot synthesise.
- It doesn't know your customer. The tool writes a plausible hook; it hasn't read your reviews or support tickets. The best-performing hooks still come from you.
- It doesn't replace testing. Cheap creatives make volume testing affordable — they don't make winners automatic. Most variants still lose. That's the game.
The gain is not that AI UGC is better than a good creator. It's that ten mediocre-to-good ads tested this week beat one excellent ad shipped next month, because you find out which angle works. We wrote about structuring those tests in our guide to video ad structure.
Verdict by use case
E-commerce, physical product. Klaivo — the product stays accurate and the script is written for you. Creator-style talking head. Arcads for realism, MakeUGC for a gentler price. Volume hook testing. Creatify, or Topview if budget dominates. Multilingual localisation. HeyGen or Synthesia. Flagship brand campaign. A real creator. Some things shouldn't be synthetic.
